Training

Effective training for government officials and employees is an important consideration in the development and implementation of e-Government.

Training for Policy-Makers and Other Senior Government Officials

Senior officials will be more likely to support e-Government initiatives if they have a basic understanding of ICTs, their role in economic and human development, and the basic building blocks of ICT policy. These officials would benefit from training that offered an overview of the main aspects of e-Government, including its possibilities and limitations. They should also be aware of specific strategic issues such as the role of inter-organizational collaboration, donor solicitation, public-private partnerships, and process reform. Finally, senior managers should possess basic e-Literacy skills, so that they can contribute to the planning of e-Government services that will be useful to the public. Seminars, conferences, and consultations with peers from other countries can help familiarize senior officials with these areas of concern and assist them in building a knowledge network on e-Government. One example of such a training program, and the way it can be incorporated into a broader ICT for development and e-Government project, can be found the E-Lanka Development Project.  Started in 2004, this is a comprehensive ICT development project with three focal points, one of which is e-Government. The subcomponents of the project include an ICT Policy, Leadership and Institutional Development Program.
