Training for Managers

Managers and supervisors who administer government programs require a comprehensive understanding of the ways in which ICTs can improve government interactions with the public. Especially relevant to these managers is in-depth training on the kinds of services that can be provided online and the processes for designing, implementing, and monitoring e-Government projects. Regular consultation with technical experts and consultants from other countries and international organizations can also be beneficial.

For example, the e-Government Champions Training Program in India provides an intensive training program for managers. This program consists of a 14-week course that provides middle-level managers from provincial and central government departments with training so that they can conceptualize e-Government projects in a holistic manner. Typical issues that are addressed include how to define the services to be provided to various stakeholders, how to initiate and lead process reform, how to build a business model for a project, how to share infrastructure and applications with other agencies, and how to champion the development and implementation of a program.
