Reasons for Undertaking Public-Private Partnerships
e-Government projects often require substantial financial resources and interdisciplinary skills to plan, install, and operate such systems and services effectively. As one analysis has pointed out, “It becomes difficult at times for governments to take on the projects completely with their own resources. This promotes governments to get into partnerships to leverage the strengths and resources of its partners. These collaborations or partnerships can be built up with the private sector as well as the other stakeholders in the process of e-Government including NGOs.” See UNESCO, “E-Government Toolkit for Developing Countries - Chapter 6, Partnerships” (2005). Private sector partners that have been engaged in e-commerce may have skills and experience in online service delivery not readily available within the civil service, and they may have greater ability to raise funds necessary for upfront planning and procurement.
