Management Metrics

Management metrics evaluate the progress of projects against desired financial and non-financial outcomes. These are particularly important for creating an internal project monitoring and evaluation process, which can help capture lessons learned and identify best practices that can be incorporated into program design. Good feedback can help diminish the high rate of failure of e-Government projects.

Standardized review processes and guidelines and common templates are useful in creating a common planning and evaluative framework for e-Government. Within a common framework, business cases can be compared and ranked based on how well they match up with KPIs or other metrics.

In addition to individual project metrics, ‘whole-of-government’ performance evaluations with common KPIs and metrics seem to be on the rise in developed countries. For example, in the U. S., the White House issued a status report taking a “whole of government” view of e-Government progress as well as a more detailed study.

Australia’s demand and value assessment methodology supports AGIMO’s work defining and measuring benefits, value, demand, and agency return on investment.
