Linking M&E to Business Case
To plan and design e-Government projects, some countries are using the “business case” method, in which a project must be justified or “sold” in competition against other proposals vying for limited funds. The business case is based on a cost-benefit analysis or some other value-based or return on investment based- analysis. The business case can then define KPIs and other metrics for measuring progress. In 2006, the OECD developed a set of indicators designed to support the development of business cases for e-Government.
