Infrastructure Development and e-Government Projects

Efforts to build out the ICT infrastructure can be incorporated into e-Government strategies. Additionally, it is important to recognize the synergy between e-Government and ICT development. In the past, many efforts to bridge the digital divide have relied on “supply-push” methodologies. However, e-Government, if it provides information and services responsive to citizen needs, can generate a demand for access to ICTs, thereby creating a “demand-pull” effect that attracts investment.

Many countries have included efforts to build out their ICT infrastructure within the realms of e-Government strategy efforts. Countries have set up tele-centers, Internet cafes, and kiosks where people have access to telecommunication services, as well as training. Innovative technologies – especially those associated with wireless access -- enable countries to make leaps into technological development.

At the same time, many countries have placed e-Government within the context of their ICT development strategies. For example, in Cape Verde, the Electronic Government Action Plan is encapsulated within the Information Society Strategic Program.

A crucial step in overcoming infrastructure limits is the establishment of a regulatory environment that will support the expansion of communications networks based on market forces, investment, competition, and innovation. Major steps toward this goal are liberalization of the communications sector by reducing barriers to market entry and focusing regulation on the enforcement of competition.
