Records Management Resources
Over the past ten years a number of standards, guidelines and tools have been developed on the functional requirements for recordkeeping. Some of these resources are applicable to record management issues confronting both the public and private sectors; others are tailored to the governmental context.
The International Standard for Records Management (ISO 15489) is the primary good practice and reference model that guides the implementation of records management programs worldwide. It provides guidance to ensure that adequate records, in all formats and media, are captured and managed adequately throughout their lifespan. Copies of ISO 15489 can be purchased from the International Standards Organisation.
A practical guide to implementation of ISO 15489 is: “The Effective records management: Practical implementation of BS ISO 15489-1.”
Two widely-referenced models for management of electronic records are:
The World Bank in partnership with the International Records Management Trust conducted a multi-year project on Evidence-Based Governance in the Electronic Age. The Project produced a very useful set of papers, reports and tools.
The State of New South Wales (Australia) has an extensive set of materials on records management issues.
Archives New Zealand, “Recordkeeping Framework.”
Australia has developed a methodology for designing and implementing recordkeeping systems (DIRKS).
The International Records Management Trust has played a prominent role in researching electronic recordkeeping issues in developing countries and in developing tools for governments moving from manual to electronic systems.
The E-Records Readiness Tool: provides governments a simple, high-level assessment of the various components of a records management infrastructure including legal policy, technology capability, and human resources.
The Records Management Capacity Assessment System (RMCAS) is a tool designed to help assess records and information systems capacity in the public sector, particularly for developing countries.
